@Chad_Thundercawk The way I understand it, Japanese society still does a lot of "victim blaming" or "victim shaming", so having it publicly known that you were raped/molested can cause others to think poorly of you.

Another factor may simply be that the victim is afraid that if they make a scene, the molester/rapist will get angry and become violent. They decide to put up with the molestation rather than risk being hurt or killed.
