Just a little note, tame collars were something used in an earlier version of Zootopia. All predators wore them, they were shock collars that kept predators from getting too excited, either from rage or even just joy. The movie shifted away from that, and a Nick driven story, but some of this can be seen on the Zootopia DVD deleted scenes.
