@Evil Midnight Lurker, so far in Zootopia we have never seen anything other than mammals being sapient. Howard, being a duck, would be just as alien to the people in Zootopia as he would be to humans.

@rebelnightmare, iirc you are right and so are supposed to be lizards, however its a common fanon interpretation that bugs, fish, birds, and reptiles are non-sapient. Its not accurate fanon but never the less its probably the case here.
