They can still cause quite some damage (one of the main villains' backstory is defined by them accidentally killing their parents when their quirk suddenly manifested). The only example of the child younger than 5 having a quirk was the very first individual with a quirk, a baby that was glowing.

@Shadoek: One for All is specifically stated to be "a power than cannot be taken, only given, even forcefully". The quirk-transfer has two triggers: the recipient has to take in the DNA of the current user, and the current user has to wish the transfer. That's why when Stain ingests Deku's blood he doesn't get the power.
