I think that childhood friends is the best theory. I'm ruling out natural siblings because they wouldn't reference how long they've lived together (since that's basically the default state), they wouldn't call each other by name ("sis" or more likely just "hey you"), and they look nothing alike (granted there are sibs who look very different, but if you're trying to visually establish that they're related this wouldn't be a good choice). I would go with Panuru's explanation as far as the step-sibling theory goes. Step-siblings (if they were avoiding each other they wouldn't let someone take a photo of them together) or cousins (cut out from a bigger family photo) are my theories.
