As someone who has just bought and scanned more NaruHina doujin than is logical or healthy, I can tell you that there are plenty of artists who still do Naruto doujin (Ring Memo, Plum Factory, Blink, and Carbonate are some of the artists that come to mind).

It's just that they have to be extra careful and cover their tracks because the new Trans-Pacific Partnership that was just signed by Japan and America can get them litigated, even if the original copyright holders don't file a complaint (someone like Viz Media can sue them for ruining Naruto's image, for example)

Hence erotic Naruto doujin come out in very limited numbers and they are getting harder to buy online (Ring Memo and Blink are currently only selling at events because they feel the need to screen doujin buyers).

So it's not that they're not getting made, it's that the artists are too scared of the new international copyright laws to produce them en masse.
