Perhaps this story took place in another time ( like 10 years ago or 15, maybe 20 ) when it wasn't that bad.
Her father was probably just trying to put some mental pressure on her with the "All women of your age are already at it, so what are YOU waiting for" line, it's a classical and probably didn't have whole japan on his mind.
