I have watched it in Japanese, Chinese (subtitled), and German (w/ a German friend), and the lines are given as romantic love in those versions. The words for romantic love, not friendship love, are used.
But I agree that multiple possibilities can produce a wider range of stories, which is great.

I gotta be honest, I normally avoid zootopia shipping for 2 reasons; 1-I grew up with all my best friends being girls, so I get that 2 people can be just friends without romance, & 2-furry normally scares/turns me off (barring early jay naylor).
