From what I can tell, this is in the future probably 15 or maybe even 20 years from the present.

Hopps just might be a common last name for rabbits, like Smith. He never calls her by her first name and her ear tips are not dark (like the ones in the photo). Out of frustration and still buried feeling at losing Judy, he then called the rookie Carrots by mistake. Which only set him off more at realizing how much she was a part of him and missed her and not wanting a similar rabbit to meet the same fate. I don't think he has any romantic feelings for the rookie, just that he sees a lot of Judy in her and that would be a fresh wound in his heart if she got hurt.

That's my 2 cents on the comic. Still loving these Fan Fics of Non-H.

Well you could say it is a common name, but then again given how many siblings Judy had during the movie... Good chance she is from the same family since Judy had 200+ brothers and sisters. It may seem dark but it is realistic like that. It shouldn't be all laughs, smiles, jokes, and sexual innuendo sometimes people get hurt sometimes things go south faster than you can react. If it progresses who knows it might turn out to be someone's bad dream.

In a later comic by the same artist, the rabbits name is July Hopps. If you look, he also starts seeing her as Judy (her ears get dark tips and she gains cloth on her feet) that's why he calls her carrots. He was chastising Judy for going in with out backup and leaving him behind.
