For some of X-comics' history and context... The first time that Rogue had a power inhibitor shackled around her neck, she and Wolverine were taken prisoner in the (back then) anti-mutant nation of Genosha. Tragically, the result of that capture and inhibitor-shackle was that Rogue wound up being stripped naked, thrown in a cell, and sexually molested by the Genoshan soldiers/guards (mutants in the anti-mutant Genosha were treated as slaves/chattel/property). So Rogue's first sexual experience (she was a virgin, obviously, due to powers) was that of having been GANG-RAPED. :(

Unsurprisingly, this extreme trauma broke Rogue, emotionally and mentally. So much so that Rogue mentally buried herself deep beneath multiple layers of the various personalities of characters she had previously absorbed across her years since her X-mutant powers' activation (which was A LOT), with the dead-at-the-time Carol Danvers (Ms. Marvel I, Binary I, Warbird II, Captain Marvel VI) persona being (mostly) in-control as the "top layer" of the multiple personality layers. As a minor irony, the Genosha anti-mutant regime were unable to brainwash Rogue into slave-service because of Rogue's shattered sanity and fragmented mind/personalities.

Obviously, with Rogue's DECADES (Rogue first debuted in 1981) of consistent presence in X-comics since then (the Genosha inhibitor-rape occurred in 1988), to current times (2020's), Rogue would survive and recover from that terrible and traumatic experience. Ultimately, this explanatory coverage is why comics-Rogue fears and hates power inhibitors, and never considers their use regardless of any potential benefits. A rape victim generally does not keep, much less WEAR, reminders of their rape-trauma. :(

On a parallel track, Wolverine did not fare any better, either. Where-as Rogue was sexually abused, Wolverine had to endure a telepathic mind-raping from a Genosha-brainwashed Psylocke (roughly around the time she was changed from dignified British noblewoman telepath to slutty psychic ninja). The mentally-shattered Wolverine slipped in and out of sanity, mostly having to deal with seeing and interacting with various "ghosts" (actually mental hallucinations, but Logan was aware of that...most times) of his checkered, fragmented, and bloody past.

Actually, for the first 2 seasons of the X-Men: Evolution series, Rogue and Scott Summers did share a strong attraction towards each other. Rogue clearly carried a big romantic torch for Scott, because Scott was one of the first X-school students to reach out and befriend Rogue, and consistently support her. Conversely, while Scott did acknowledge that he liked Rogue a lot, he was unsure if his feelings were romantic attraction or just close friendship; likewise, Scott also struggled with his long-time, and definitively romantic, feelings for Jean Grey.

Unfortunately for Rogue, Scott inevitably hooked-up with Jean Grey; since for mainstream Marvel X-comics at the concurrent time during XM:Evo, (comics-)Jean Grey was alive and married to (comics-)Scott Summers. Likewise, X-comics' Rogue was romantically involved with (comics-)Gambit. So to reflect their X-comics counterparts, a heartbroken (XM:Evo-)Rogue had to let (XM:Evo-)Scott go, and eventually meet and get together with (XM:Evo-)Gambit. {I personally have never enjoyed the [Gambit + Rogue] pairing, I always found it too far too forced and stereotyped in having to put the "Southern Belle" character (Rogue) with a "Bayou Bad Boy" (Gambit) character together}
