Major Motoko has a lot of extra bodies (Shells) and apparently she's taken a liking to this particular guy so rather arrest him like she should, she meets with him night after night and they go through this "play" together. Matoko apparently alters the shells she uses so that they aren't identifiable by the police. At least this is my theory.

Kusanagi is a known kinkster, shown both in the original GITS manga and in the SAC anime series, but this story takes it to a new level. When your mind has been exposed to as much as she has, it's not hard to believe that only certain, extreme roleplays could get her off anymore, and none of that vanilla crap is going to cut it. Both the manga and anime mention that she's never in a relationship with a man for very long before she invariably dumps them.

She has an entire mob of prosthetic bodies, or "shells" as she calls them, at her disposal, and is able to remotely control them with the same precision as if her consciousness was there in that body being used. She can also experience the same amounts and levels of sensations as the remotely controlled unit, even allowing her to climax through them.

Motoko is a masterclass information warfare expert and is able to hack into multiple targets in real time. It's my guess that she's hacking the cyberbrain of both the serial killer and her own colleagues--with perhaps only the medical examiner knowing what she's actually doing. This way, neither hacked party remembers what really happened, and the police can't properly recognize the dead shell as one of hers. She might even be placing a subliminal message into the killer's mind to come to a particular place at a specific time to 'hire her services'. She really likes his cock and how he uses it, but she obviously can't be found out to be in such a relationship with a murderer! There are certainly other possibilities as to what's really going on, but the author didn't give us that much info to go on, so this is my take.

As a side note, this is one of the best doujins I've read with this character; I wish there were more like it, with a subtle but deeper plot based upon her past experiences. Oh, and Motoko with a milf-like body is super hot too.
