I'll answer in the nerdiest way possible: In season 1 when the adults find out that ms. martian has been making out with superboy while looking like black canary, martian manhunter tells them that is not uncommon for martians to shapeshift during their "private time" to turn on their mates. Is just something that they do.

She comes from an alien culture of shapeshifting telepaths. As Blastercat says, it was explained that making faces is s common, harmless game on Mars. (Though I would say "making out" was overstating it a bit. They were sparing, Megan using Black Canary's form (because she's their combat trainer) and then she kissed Superboy without changing back to herself. Both laughed; it was silly to them because it was something BC would never do.

The multi-arm thing is something she's done a few times in combat when she needs to. They just pop out from wherever. It's pure shapeshifting; even her real REAL form only has two arms.
