She is supposedly cosplaying as Sailor Moon or Usagi, but her hair color is a bit off. She's missing the sailor scout tiara they have when transformed, yet she is wearing the red collar they have while transformed. The uniform's blue collar is quite different from the angular collar Usagi wears, so I assume she is wearing a generic deep plunging collar. She must have known Sailor Moon has the red boots with that top, so she settled for wearing white socks instead. She's also the hair buns. The cosplay is like 1/5 Usagi and 1/5 Sailor Moon, but that doesn't add up.

This is cosplay but not one of Usagi or Sailor Moon. Itsuki Akira does have color wigs, so it's odd she isn't wearing them here.
