I think the artist is making a statement about what he sees wrong with parents today who neglect and abuse their kids. He just happens to use hentai to do it. I mean you couldn't get something like this on TV. What better medium than a hentai manga that is read by men, so that they will be influenced to act differently from the people in this manga. I am sure artists do this all the time, people just are not always aware of it. Those are the best kinds of stories.
I see everyone railing about how bad the mom is. It's true; she is trash but could still be rescued from her ignorance. However, a few people also blame the Husband and Father, who is a right bastard for abandoning his wife and daughter, instead of trying to save her, and leaving his daughter with that messed up mom.
