The name of that drug is a reference to a drug produced in Imperial Japan that was a kind of methamphetamine. It was used widely in the military to enable the soldiers to fight without rest and be more alert, and it also removed the fear of death. The Japanese pilots made especially heavy use of the drug, and if they didn't die in the war were sure to be addicted afterwards. But then, most armies used a form of meth during that war. Hell, America even used it in Afghanistan.

It's a truly potent drug capable of producing great effects for short periods of time, but in the long run it destroys your health and ruins you. I guess the armies of the world are willing to trade long-term suffering for short-term efficacy, especially given that soldiers have no guarantee of survival.
