From what I see, before any edit you should rotate the pages so that they're straight, and crop them to get rid of those unsightly black borders.
As for myself, the /very/ first thing I do is converting the pages to grayscale if they're not in color – which simultaneously gives me smaller files to work with and avoids errors if the raw is a palette PNG – but apparently I'm in the minority.
Next WRT typesetting, you should try not to fill the bubbles so much (page 12 is a prime example). Last, but this is just my opinion, the lines with the shouting font are too spaced; good editing programs let you change that parameter (in the one I use it's called "leading", don't know if it's the same also in Photoshop).
