Um...there is actually an enhancing drug in this game called "Hyper" which is basically a type of testosterone doping, it gives you boost in strength and Limit Gauge growth, but lowers your accuracy, ability to dodge, and lowers your defense (causes "Fury" status). Not Materia. There is also a "Tranquilizer", a drug which cancels "Hyper" drug's effects if used once, and causes "Sadness" status if used too much (lowers attack power, movement speed and Limit Gauge growth, but greatly ups accuracy and your defense levels). This "muscularity" shtick is basically just Hyper drink being abused too much, which in itself is actually a long-running meme in the video gaming community since basically everyone who knows FF VII well does this (puts all of their party members in "Fury" status by abusing Hyper) sooner or later.
