Not really. All persona users in Persona 1 and 2 can go into the Velvet Room, regardless of their innate Arcanas, as does Aigis despite being of the Aeon Arcana.

The only requirement for going into the Room is to have "a sense of self". Which is also the requirement for summonning Personas.

Mmmm, that may not necessarily be the case. Recall Adachi starts with the jester arcana (which is another version of the fool), it then changes to lust later. It wouldn't be so difficult to image that the fool arcana (once again) changed into the lust.
