Actually, the timeline for this is that this happens just before the ending of the previous chapter, where it showed how the kid was imagining (though he was probably right) finding Kyouka's panties soaked in semen.

Basically, the beginning of this chapter shows that Kyouka indeed conspired with her cop friend to arrest the guy and also probably his other friends.
She agrees to meet him in order to gather some evidence or something, but also probably because she thinks this act will protect her daughters and the son as well.

And well, if you read the previous chapter, you'd know that the guys do get arrested in the end. I honestly don't know what Jin was trying to do with this ending. The guys didn't manage to mindbreak them but the shota got the short end of the stick as well. It's so split down the middle that it leaves more people unsatisfied, I feel. Not to mention he completely blew it by not adding scenes of the daughters as well.
