Yeap, seems legit. This is the real face of Gensokyo, not some cute lovey-dovey stories. People tend to forget that touhous are not cute innocent girls with silly hats - they are evil human-eating monsters in form of cute girls with silly hats.
Humans from our world, who wander in Gensokyo by accident or get teleported by Yukari, serve as meat food. Native Gensokyo humans serve as faith/fear-producing food.

In official books (Symposium of Post-mysticism) written by Zun, they say humans are just animals in zoo and livestocks for youkai.

And the funny thing is that humans actually can destroy all youkai and even gods but silent observers like Yukari and "human friendly" Keine don't let humans gather anti-youkai coalition or even allow such ideas to grow in power.

This is a possibility. I know that vampires have a similar thing which consists of Youkai getting them outside humans who are suicidal so that they can be used for food. This contract was invented so that vampires wouldn't conquer Gensokyo or somthing similar to that.

Yukari also mentioned that youkai get their food from "somwhere" but that's anyone's guess where.

It's stories like this that make me fall for zunose's work. Seeing the everyday lives of youkai in this series gives me chills but also keeps me thoroughly entertained while reading it.

Zonouse books and artwork are great but he goes a bit overboard with the whole human eating thing, there are quite a share of Youkai who aren't human eaters, specially the ones like Benben, Kogassa and the Tengu, who vary at worse beinh mischievous towards humans and benevolent at best.

Still, a grim Gensokyo is always welcome.

I suppose if there's one nice thing about this is that Kasen certainly has a lot of willpower to ignore her certainly un-hermit like desires. Almost as if she were a youkai who doesn't like being one.

You quote one of the written works, but you're cherry-picking. If you'd actually read the books, you'd know that Touhou is actually just a bunch of people getting drunk at parties all the time. It comes up multiple times throughout the literature that its expressly forbidden for any killing to take place.

If it happens, execution on site is their sentence. And between Reimu and Yukari's abilities enforcing the rules, nobody can hide or survive. Same thing if its a Youkai purposefully turning into a human. The youkai and humans aren't friends, though. Basically, order in Gensokyo has to be maintained by them being at odds, but unable to artificially increase/decrease each other's numbers.

The Youkai sometimes scheme for more power within that balance, leading to humans having to retaliate/be on guard. But its pretty much a stalemate with no real casualties. Nearly every time you hear dialogue like what you quoted, its just them posturing to keep up their image as a Youkai/Youkai Exterminator. They've even admitted to that before/called each other out on it for a gag here and there.

There's talk here and there of some Youkai/Humans going too far and being dealt with, but its always been off-screen aside from 2 exceptions. People in Gensokyo even try to deal with it peacefully like the time Kasen convinced a new wolf Youkai to became a Okuri-Inu instead of a Youkai that kills and eats people. They actually try to control the Youkai population and turn it into one without Youkai that need to kill people to eat.

The only named character in the whole thing that's arguably evil is Seiga, a Necromancer.

The closest thing to her level is maybe Nitori, who's a greedy bitch that strong-arms/extorts her friends into buying stuff. But, then they end up really happy with what they bought from her because its always super high-quality. Like some kind of Snakeoil Salesman version of Hentai Rape. Which I've personally always found amusing.

ZUN himself is a man who lives for 2 things. Light-Hearted Video Game Fun and Alcohol. It stands to reason that the series he makes would exemplify those 2 things. Try reading the Three Fairies of Light manga sometime. That's what this series is actually meant to be. Little girls getting drunk and blowing stuff up. He just does the drama stuff to keep the narrative going.

tldr; You are over-thinking it. ZUN's a glorious drunken bastard. He doesn't do dark/melodrama because he doesn't like it. He does the basic plot/conflict of the game and then the new characters spend the rest of their time in the series getting smashed with buds at Hakurei Shrine. Even if they throw threats around like what you quoted, 9/10 they're just fucking around.

Hell, read his creator's notes on some of his character designs/plot concepts. Most of them are an just assortment of the following sentences:
"I didn't have something like this yet, so I made it." "Why not" "I felt like it." "I was drunk." "I did it for a gag." "I wanted to mess with my fans."

If there's something I've understood during my short entry in the fandom is that 2hu lore can be quite flexible to make lost of content of any kind by the fans.
