It's not a later version of digital file which you can extract with a good quality of original file.
It's an old issue with poor quality of PDF file, I tried to enlarge and found the quality sucks.

TZERNIA AIRLINES: Ask someone for help. There seem to be plenty of uploaders who rip DL versions just fine, so there's probably some good DRM removal software.
