While I like the art, its pretty clear the artist didn't have a firm grasp of what he tried to do.
Dragons are either long-lived or fully immortal.
So if you're using a line like that which basically implies its the 2nd case, then it makes no sense to to have the whole point of the comic be about how time DOES have meaning for their kind because he DID age.

This piece is all based on emotional string tugging and is held back by bad storyline pacing and weak plot. Feels like we are only seeing half of it here. How did the story come to what we are reading here? I guess that wasn't important, just cut right to the sad bitter sweet conclusion.

Depending on the dragon mythos of the author the dragons might show signs of aging. It is implied that it has probably been hundreds or thousands of years. He has finally grown to an age that he feels is a good place to end. The fact that Celestia took off and then Luna entered, a bright flash of blue light and then those two shooting starts seems to imply that she went in there to basically perform euthanasia.

That line was probably supposed to say that dragons made it seem like death is to be taken lightly in 'lesser' creatures. What is 60 years to a creature that might live five thousand years? It is a drop in the bucket. It is also possibly alluding to them not really caring about making quality memories as they have thousands of years to do whatever they feel like. He is saying that he saw meaning in all the time he spent with his friends and family, that he cherished those moments he lived and loved and saw them as the most valuable things he had. That they weren't just a drop in the bucket of his life, they were the core. That even though they were a sliver of his life they are his greatest, strongest and happiest moments. The other dragons would probably say 'they couldn't be that great, time is meaningless for us, how could those 60 years you spent in Ponyville compare to the other 10,000 years?'
