Logic: The businessmen are baited by the money dangled by the fish head which represents the government (will explain in the next 2 lines). The policemen come and try to arrest the fish head but are stopped and enslaved by suit-wearing animal heads. The animal heads sell the policmen's organs for money which is used to build a bridge. One of the roles of the government is to provide public infrastructure like bridges. It also helps that they usually wear formalwear (like suits).
