Prostitution is not legal in Japan, where are you getting your crazy information. Yes, there are loopholes and people turn blind eyes but that happens in a lot of places, including the United States, to ridiculous levels in some states. Also, while Kogals tend to be associated with rebellious youth, they are not necessarily any more or less likely to engage in prostitution. Its simply a fashion style and many, if not most, of them are simply heavily influenced by the African American culture.
