If I may add a word or two. I *think* artist threw in the final panel to make a little jab at Sabo and Koala there. Book takes place somewhere at Dressrosa arc? Maybe created before things were told in original work, since IIRC Nami was off Dressrosa by the time Lufy met Sabo. There's no weird "shape-shifting" thing happening here. Artist just imagined something vanilla between Luffy and Nami at that time. I also think Luffy would never act like that, yep. But the idea is They met kids on their ways that made them think of each other, I suppose and rethink their relations.
